ЕВРОПЕЙСКИЕ ПРОЕКТЫ

IQAA активно участвует в международных научных проектах: работа ведется в рамках проекта Всемирного банка «Модернизация технического и профессионального образования», результатом которого стало издание сборника «Аналитический обзор методологий и процедур международной и отечественной аккредитации технического и профессионального образования»(2012 г.), в проекте Темпус «Документация для обеспечения качества учебных программ»(2012-2015 гг.).

IQAA участвовал в проекте Erasmus + под названием «Содействие интернационализации исследований посредством создания и введения в действие системы обеспечения качества цикла 3 в соответствии с Повесткой дня европейской интеграции» (2017-2019).

В настоящее время IQAA участвует в двух международных проектах: База данных отчетов о внешнем обеспечении качества (DEQAR), которая поддерживается Европейским реестром обеспечения качества высшего образования (EQAR) и при финансовой поддержке программы Erasmus + Европейского Союза (2017-2022) и проект KAZDUAL - Внедрение двойной системы в Казахстане, который также соответствует региональным приоритетам совместных и структурных проектов (Erasmus + KA2 - Повышение потенциала в высшем образовании) для Региона 7 (Центральная Азия) и относится к категории 3 - развитие сектор высшего образования в обществе в целом (2021-2024 гг.).

Цель проекта - повысить квалификацию выпускников высших учебных заведений в Казахстане с помощью пилотных программ по двойной системе в соответствии с потребностями работодателей, чтобы вузы повышали возможности трудоустройства выпускников и улучшали сотрудничество с частным сектором.

Цели проекта:

  • предложить изменения в законодательство / нормативные акты для адаптации двойного высшего образования в Казахстане;
  • возможность студентов приобретать более актуальные знания и навыки, сочетая формальное образование с обучением, полученным на рабочем месте;
  • разработать модель двойного высшего образования, которая поддерживает различные потребности и интересы работодателей, высших учебных заведений (ВУЗов) и студентов в различных отраслях промышленности, и предоставить рекомендации для вузов по внедрению дуального высшего образования;
  • связать программы между профессиональными колледжами и требованиями для поступления в университеты;
  • повысить мотивацию студентов к учебе и заинтересовать вузы и компании в поддержке и внедрении двойного высшего образования и уменьшить отсев студентов;
  • создать сетевой и исследовательский центр дуального образования и профессионального обучения.

База данных отчетов о внешнем обеспечении качества (DEQAR) поддерживается Европейским регистром обеспечения качества высшего образования (EQAR). DEQAR расширяет доступ к отчетам по обеспечению качества и решениям по высшим учебным заведениям / программам, прошедшим внешнюю проверку на соответствие ESG агентством, зарегистрированным в EQAR.

Миссия проекта - собрать все отчеты о внешней гарантии качества и решения, принятые агентствами, зарегистрированными в EQAR, в соответствии с ESG, чтобы сделать их доступными для различных групп пользователей.

Цели проекта:

  5. Экспериментальное использование базы данных в качестве основы для общеевропейских тематических исследований.

Независимое казахстанское агентство по обеспечению качества в образовании (IQAA) приняло участие и является местным координатором проекта Erasmus + под названием «Содействие интернационализации исследований посредством создания и введения в действие системы обеспечения качества цикла 3 в соответствии с европейской интеграцией» C3QA. Этот проект софинансируется Европейским Союзом.

Цель проекта - способствовать созданию общества, основанного на знаниях, в Армении, Казахстане, Монголии и Украине посредством запуска и введения в действие надежной системы обеспечения качества для интернационализации программ цикла 3.

THE EUROPEAN PROJECTS

IQAA actively takes part in international scientific projects: work is carried out in the World Bank project "Technical and Vocational Education Modernization", the result of which was the publication of the collection "Analytical review of methodologies and procedures for international and domestic accreditation of technical and vocational education organizations" (2012), in the Tempus project "Documentation for Quality Assurance of Study Programs" (2012-2015).

IQAA has participated in the Erasmus+ project called "Promoting internationalization of research through establishment and operationalization of Cycle 3 Quality Assurance System in line with the European Integration Agenda" (2017-2019).

IQAA is currently participating in two international projects: The Database of External Quality Assurance Reports (DEQAR) which is maintained by the European Quality Assurance Register for Higher Education (EQAR) and financially supported by the Erasmus+ programme of the European Union (2017-2022) and KAZDUAL project — Implementation of the Dual System in Kazakhstan which is also in line with Regional Priorities for Joint & Structural Projects (Erasmus+ KA2 – Capacity Building in Higher Education) for the Region 7 (Central Asia) and is related to category 3 – developing the higher education sector within society at large (2021-2024).

The goal of the project – to improve the competencies of higher education graduates in Kazakhstan through pilot programs following a dual system according to the needs of employers so that HEIs increase the employability of graduates and improve the cooperation with private sectors.

Concrete objectives:

The Database of External Quality Assurance Reports (DEQAR) is maintained by the European Quality Assurance Register for Higher Education (EQAR). DEQAR enhances access to quality assurance reports and decisions on higher education institutions/programmes externally reviewed against the ESG, by an EQAR-registered agency.

Project Mission – to collect all external quality assurance reports and decisions performed by EQAR-registered agencies in line with the ESG in order to make these available to various user groups.

Independent Kazakh Agency for Quality Assurance in Education (IQAA) took part and is a local coordinator of the Erasmus+ project named "Promoting internationalization of research through establishment and operationalization of Cycle 3 Quality Assurance System in line with the European Integration" C3QA. This project is co-funded by the European Union.

Aim of the project - to contribute to the establishment of a knowledge-based society in Armenia, Kazakhstan, Mongolia and Ukraine through the launch and operationalization of a robust quality assurance system for internationalization of Cycle 3 programs

Specific objectives of the project:

  • to establish an external and internal quality assurance systems to promote quality of Cycle 3 programs (leading to PhD degree);
  • to promote internationalization of Cycle 3 programs with joint efforts of the key stakeholders and cross-regional cooperation

EURASIAN FORUM

The annual Eurasian Forum on Quality Assurance in Higher Education is a platform for discussing the most relevant issues in the field of higher education and quality assurance with the participation of national and international leading academics, politicians, government officials, activists, labor market representatives and students, as well as all interested parties.

The topic of the forum was dedicated to distance education in the context of the pandemic. The form was attended by almost three hundred participants – 286 people. Among the international speakers there were 11 people from accreditation agencies and universities from Austria, Azerbaijan, Great Britain (QAA), Kyrgyzstan (AAERO), Lithuania (SKVC), Russia (AKKORK), Ukraine and Estonia (EKKA). The Eurasian Forum allows all participants to get up-to-date information in the international context first-hand on behalf of the world's leading experts in the field of education and quality assurance. The keynote address was delivered by the President of EQAR, Prof. Karl Dietrich "Quality, quality assurance and cooperation in the era of digitalization". QAA CEO Douglas Blackstock presented a presentation on "Quality Assurance and Improvement in the Digital Age: the United Kingdom Approach». Kazakhstan's rectors, vice-rectors, and professors told how digitalization and quality assurance are implemented in Kazakhstan's educational institutions. Since the topic of the Forum was relevant, the Forum received a national format, because on the basis of the Forum, TV released a movie about digitalization in education with the participation of the Chairman of the IQAA Supervisory Board, Professor Zhaksybek Kulekeyev, President of EQAR, prof. PROGRAM ACCREDITATION OF TVET ORGANIZATIONS

The standards of accreditation of educational programs of technical and vocational education are developed in accordance with the Laws of the Republic of Kazakhstan "On Education", "On Technical Regulation", international practice on accreditation of educational programs, as well as with modern trends in the development of education.
The standards of accreditation of educational programs of technical and vocational education are based on generally recognized key concepts: the responsibility of educational institutions for providing quality education, taking into account and protecting the interests of society, interested persons and, first of all, students in obtaining high-quality educational services, compliance of technical and vocational education programs with social and professional competencies, satisfaction of the educational needs of the individual and society in obtaining a profession.

INSTITUTIONAL ACCREDITATION OF TVET ORGANIZATIONS

The standards of the Independent Agency for Quality Assurance in Education (hereinafter - IQAA) are developed on the basis of European standards and guidelines, standards and criteria of American regional agencies. These standards of institutional accreditation cover all aspects of the educational organization and include the following areas:
1) Mission, strategic planning and quality assurance policies;
2) Professional education standard;
3) Students, student-centered teaching, teaching and performance assessment;
4) Admission of students, learning outcomes, recognition and qualifications;
5) Educational programs: their development, effectiveness, continuous monitoring and periodic evaluation;
6) The pedagogical composition and effectiveness of teaching;
7) Methodological work;
8) Resources and student support services;
9) Public awareness;
10) Periodic external quality assurance and subsequent procedures;
11) Training Classification and Curriculum.
