Стандарты аккредитации образовательных программ технического и профессионального образования разработаны в соответствии с Законами Республики Казахстан «Об образовании», «О техническом регулировании», международной практикой по аккредитации образовательных программ, а также с современными тенденциями развития образования.
Стандарты аккредитации образовательных программ технического и профессионального образования основаны на общепризнанных ключевых концепциях: ответственность учебных заведений за предоставление качественного образования, учет и защита интересов общества, заинтересованных лиц и, в первую очередь, студентов в получении качественных образовательных услуг, соответствие программ технического и профессионального образования социальным и профессиональным компетенциям, удовлетворение образовательных потребностей личности и общества в получении профессии.

ЛИССАБОНСКАЯ КОНВЕНЦИЯ О ПРИЗНАНИИ

Лиссабонская конвенция о признании (Конвенция о признании квалификаций, относящихся к высшему образованию в Европейском регионе) была разработана Советом Европы и ЮНЕСКО и принята национальными представителями в Лиссабоне 11 апреля 1997 года. Она предусматривает создание согласованной и последовательной структуры о признании соответствующих квалификаций в системе высшего образования. Цель создания данного документа состоит в гарантировании того, что квалификации подписавшей стороны из одной страны могут быть признаны в другой стране.

Основные принципы Лиссабонской конвенции о признании представлены ниже:

* Обладатели квалификаций, выданных в одной стране должны иметь надлежащий доступ к оценке этих квалификаций в другой стране.

* Каждая страна должна признавать квалификации, выданные другими странами и отвечающие общим требованиям для доступа к высшему образованию, с целью доступа к программам, составляющим ее систему высшего образования, кроме тех случаев, когда может быть доказано наличие существенных различий между общими требованиями и квалификациями, по которым запрашивается признание этой квалификации.

* Признание квалификации высшего образования, выданной в другой стране, должно влечь за собой одно или больше из следующих последствий:

- доступ к дальнейшему обучению в системе высшего образования, включая соответствующие экзамены, и/или к подготовку по программам, ведущим к получению ученой степени, на условиях, аналогичных тем, которые применяются к обладателям квалификации кандидатов страны, в которой запрашивается признание;

- использование ученой степени в соответствии с законами и постановлениями страны, в которой запрашивается признание;

- кроме того, признание может облегчить доступ на рынок труда.

РУКОВОДСТВО О НАДЛЕЖАЩЕЙ ПРАКТИКЕ INQAAHE

Руководство о надлежащей практике INQAAHE (Международная сеть агентств по обеспечению качества в высшем образовании) предназначено для использования в работе всеми агентствами по обеспечению качества, независимо от стадии их развития. Первоначальное Руководство о надлежащей практике INQAAHE было опубликовано в 2003 году и пересмотрено в 2006 году. Новая версия Руководства о надлежащей практике INQAAHE отражает опыт учреждений, программ и экспертов, которые использовали версию 2003 года. Оно разработано с целью того, чтобы продолжить процесс непрерывного совершенствования INQAAHE.

Цель Руководства о надлежащей практике состоит в продвижении надлежащей практики для внутреннего и / или внешнего обеспечения качества. Конкретные цели включают в себя:

  • Создание базы для руководства по созданию новых агентств по внешнему обеспечению качества (EQAAs)
  • Предоставление критериев для использования при самооценке и внешней оценке агентств по внешнему обеспечению качества
  • Продвижение профессионального развития среди агентств по внешнему обеспечению качества и их сотрудниками
  • Продвижение общественной подотчетности агентств по внешнему обеспечению качества

РУКОВОДСТВО ПО ИСПОЛЬЗОВАНИЮ ECTS

ECTS (European Credit Transfer and Accumulation System - Европейская система перевода и накопления кредитов) была введена в 1989 году в рамках программы Эразмус как способ перевода кредитов, полученных студентами за рубежом в течение их обучения и по возвращению в первоначальные высшие учебные заведения. В настоящее время данная система играет дополнительную роль при накоплении кредитов, разработке, описании и реализации программ, способствуя мобильности студентов внутри разных стран с помощью процесса признания кредитов и периодов обучения. Руководство по использованию ECTS представляет рекомендации по реализации ECTS и ссылки на полезные вспомогательные документы.

Руководство по использованию ECTS 2009 года было пересмотрено рабочей группой по Болонскому процессу (BFUG) 27-28 ноября 2014 года в Риме и было одобрено на Конференции Министров в мае 2015 года в Ереване, Армении. Данная пересмотренная версия основана на выполненных за последние годы работах, разработанных в странах Болонского процесса, так и в отдельных странах. Это проводилось, чтобы помочь академическому сообществу и другим заинтересованным сторонам в высшем образовании идти в направлении изменений, пропагандируемых Болонским процессом.

Пересмотренное руководство учитывает последние разработки в Болонском процессе, такие как создание Европейского Пространства Высшего Образования (ЕПВО), консолидация непрерывного образования, парадигмы перехода от преподаватель-центрированного к студенто-центрированному высшему образованию, возрастающее использование понятия результатов обучения, разработка новых форм изучения  и  преподавания.

СТАНДАРТЫ И РУКОВОДСТВА ENQA 2015

Стандарты и руководства для обеспечения качества в Европейском пространстве высшего образования (ESG) были приняты министрами образования в 2005 году по предложению, подготовленному Европейской ассоциацией по обеспечению качества высшего образования (ENQA) в сотрудничестве с Европейским союзом студентов (ESU), Европейской ассоциацией высших учебных заведений (EURASHE) и Европейской ассоциацией университетов (EUA).

С 2005 года был достигнут значительный прогресс в сфере обеспечения качества, а также по другим направлениям деятельности Болонского процесса.

В связи с таким изменением контекста в 2012 году коммюнике министров призвало Группу Е4 (ENQA, ESU, EUA, EURASHE) в сотрудничестве с организациями Международного образования, Бизнес Европа и Европейским реестром обеспечения качества в высшем образовании (EQAR) подготовить проект пересмотренного ESG «с целью улучшения их ясности, применимости и полезности, в том числе области применения».

Разработка новой редакции ESG включала в себя несколько раундов консультаций с участием как ключевых заинтересованных организаций, так и министерств. Все полученные комментарии, предложения и рекомендации были тщательно проанализированы и приняты во внимание Руководящей группой (РГ). Они отражены в конечной версии стандартов и руководств для обеспечения качества в ЕПВО (ESG). Новые стандарты ESG были приняты на Конференции министров высшего образования в 2015 году в Ереване (Армения).
