The introduction of amendments and additions to some legislative acts of the Republic of Kazakhstan on the issues of education

The President of the Republic of Kazakhstan, Nursultan Nazarbayev, signed the Law dated November 13 2015 № 398-V «On introducing amendments and additions to some legislative acts of the Republic of Kazakhstan on the issues of education."

The law is aimed at the realization of the Plan of the Nation - 100 concrete steps on implementation of five institutional reforms in the form of the phased introduction of a 12-year education, dual education, update of standards for secondary education for the development of functional literacy and transition from the system of state attestation to the independent accreditation for higher education institutions from January 1^st 2017 and for VET organizations - from January 1^st 2020.

In Article 39. “Documents confirming education” consider the following items:

3. Documents confirming education of the state-recognized sample shall be issued to learners undergone the final attestation. …. 2) educational organization, having a license to offer educational services on study programs of technical and professional education, post-secondary education (shall be enforced on January 1^st, 2020), higher and postgraduate education and having undergone the international accreditation in foreign and national accreditation bodies, which are the full members of international European networks for quality assurance in education and are included in the Register of the authorized body in the field of education, except for military and special education institutions (shall be enforced on January 1^st 2017).

In Article 62. “The state financing of educational organizations” consider the following items:

"5-1. Financing of training specialists with higher education on the basis of educational grants is carried out in educational institutions undergone the international accreditation by foreign or national accreditation bodies, which are full members of the international European network for quality assurance and are included in the Register of the authorized body in the field of education, except for military and special education institutions (this item shall be enforced on January 1^st 2017)

Financing of training specialists with postgraduate education on the basis of educational grants is carried out in educational institutions undergone the international accreditation by foreign or national accreditation bodies, which are full members of the international European network for quality assurance and are included in the Register of the authorized body in the field of education, except for military and special education institutions (this item shall be enforced on January 1^st 2017)

Financing of training specialists with technical and professional education, as well as post-secondary education on the basis of educational grants is carried out in educational institutions undergone the international accreditation by foreign or national accreditation bodies, which are full members of the international European network for quality assurance and are included in the Register of the authorized body in the field of education, except for military and special education institutions (this item shall be enforced on January 1^st 2020)

Please note that the functioning of the subpoint 54) of point 2 Article 1 of this Act is suspended until January 1^st 2020; it is stated that during the period of suspension this subpoint shall function as follows: 1) from the date of enforcement of this Act before January 1^st 2017: "54) in point 5-1 of Article 62, the word "educational" shall be excluded"
