On September 2, 2024, the Head of State Kassym-Jomart Tokayev delivered the Message to the people of Kazakhstan.
The message is devoted to the prospects for the political and socio-economic development of Kazakhstan in the coming period, including issues related to the education system:
“The next important issue is the state of the education system, which plays a decisive role in increasing the potential of the nation. Our people have a proverb: “El bolamyn desen, besigindi tuze” (“The future of the country is formed in the cradle of a baby”). Therefore, the sphere of preschool education should be a priority.
…Another significant factor in the formation of a successful nation is the quality of secondary education. Every Kazakhstani schoolchild should have decent conditions for learning and comprehensive development. This is exactly what the new national project “Comfortable School” is aimed at. By 2025, we will create 800 thousand student places that meet modern requirements. This will completely solve the problem of emergency and three-shift schools.
... In turn, technical and vocational educational institutions need to focus on the real needs of the labor market and meet the objectives of the country's new economic course.
... In this development logic, it is necessary to continue reforms in the field of higher education. As the quality of domestic universities improves, the cost of education in them will also increase. Therefore, the state plans to allocate educational grants, which, depending on the results of the UNT and other indicators, will be differentiated by size - from 30 to 100%. "
