President of Kazakhstan Kassym-Jomart Tokayev’s State of the Nation Address “A fair state. One Nation. Prosperous Society"

On September 1, 2022, President Kassym-Jomart Tokayev delivered another Message to the people of Kazakhstan. The staff of the Agency listened to the President's speech online and fully support the Message.
Education and science hold a significant place in the speech of the Head of State and drew the undivided attention of all educators: employees of pre-school education, school teachers, university professors and university presidents.
Education and science shape the future of a country's competitiveness and the welfare of its citizens. The President outlined a wide range of issues starting from the availability of kindergartens to people, certification of preschool teachers, the adaption of new standards of pedagogical universities’ accreditation up to the construction of new schools and an increase in grants for medical residency programs.
According to the Head of State, the quality of secondary education is a key factor for the formation of a successful nation. Thus, within the framework of the launched national project "Comfortable School" by 2025, it is planned to create conditions for studying in modern schools for 800,000 children. The President added that, taking into consideration the global progress of science and technology, it is vital to strengthen the teaching of natural sciences, math and English in high schools.
As an important step in increase the attractiveness of a school teacher’s position, the President outlined the need to establish a new standard for accreditation of pedagogical universities and develop a framework of teacher competencies.
According to the Head of State, educational institutions of technical and vocational education need to focus on the real needs of the labor market and comply with the requirements of the new economic policy of the country.
Regarding higher education, the President noted that the cost of domestic universities will increase as they enhance the quality of the education. Therefore, the state plans to allocate educational grants, which, depending on the results of the UNT and other indicators, will be differentiated in size - from 30% to 100%. It is planned to provide preferential loans for education at 2-3% per annum. According to the Head of State, these actions will make higher education more affordable, as well as reinforce the ideology of partnership and mutual responsibility in society.
