Address of the Head of State Kassym-Jomart Tokayev to the people of Kazakhstan

On September 1, 2021 President of the Republic of Kazakhstan Kassym-Jomart Tokayev delivered the Nation Address to the people of Kazakhstan entitled "Unity of the people and systemic reforms are a solid foundation for the nation’s prosperity" at a joint session of the Parliament chambers.

IQAA employees expressed great interest to the Address.

The Head of State presented the main priorities aimed at improving the well-being of the people of Kazakhstan, focusing on i) the economic development of the country in the post-pandemic period, ii) improving the efficiency of the healthcare system, iii) ensuring quality education, iv) improving regional policy, v) forming an effective ecosystem in the labor market, vi) political modernization and protection of human rights, and vii) consolidation as the main factor for further progress.

In terms of education, the President noted that distance learning showed the need to develop telecommunication networks to ensure accessible and inclusive education. In connection with this problem, the Government was instructed to improve the quality of information systems for remote learning. In particular, the implementation of the educational project "Digital Teacher" should additionally support children from socially vulnerable families.

The President instructed to ensure the retraining of teachers every three years, not every five years, at the finance of the state budget to support and motivate them. Moreover, it was instructed to increase the volume of school construction to 1000 in order to reduce the shortage of places for schoolchildren by the end of year 2025.

Kassym-Jomart Tokayev considers that it is necessary to ensure 100% coverage of the free TVET for popular specialties. In this regard, he recalled that the implementation of the project "Free technical and vocational education" will be continued.

In the field of development of national science, the Head of State proposed to increase grant funding for a period from three to five years for achieving significant results. This initiative will contribute to the effective development of science in the country.

In conclusion, the President emphasized on the importance of the effective functioning of the state apparatus, as well as the need to strengthen internal stability and unity of the nation.
